The Plan of Campaign, a device for collective bargaining on individual estates, was promulgated in the autumn of 1886. It was an explicitly nationalistic and exclusively Catholic movement, in which the hierarchy and parochial clergy, with some outspoken exceptions, played a conspicuous role. The Plan’s leadership and principal exponents were drawn from the agrarian wing of the Irish parliamentary party, despite Charles Stewart Parnell’s publicly expressed hostility to the agitation. During its five year existence, the Plan was widely opposed on both sides of the Irish sea on social, economic and, not least, political grounds. The Plan of Campaign, like the Land league before it, played a major role in the ultimate demise of Irish landlordism.
